Yes you can and yes you need a lighter or matches to light them. There is a negative smoker trait in the creation that makes you addicted to cigarettes and giving you +4 Skillpoints. Unfortunately you can't overcome your addiction like other negative skills. You need cigarettes as long as you live. Idea: cigarettes in store are in good condition. But the ones you find on zombies are possible filthy and crooked. Giving you a smaller positive moodlet. Of course, some zombies could just have some in good condition, but the odds are small. When it's raining, the cigarettes you can get from them become soggy and wet. Basicly useless.Also you can just remove those lamps that are hanging outside the houses. Usually the two story houses have an outside lamp hanging above the porch, the front and/or back entrance. I used to know a trick to use a box of matches to light a cig using only one hand but it didn't work 100% of the time and was super easy to drop the match, break it or burn yourself.
