The points are updated every 15 min. Placing a T3 will give you 200 points and you will receive them once every 15 min. If this is all you do, you need to place 210 T3 pieces with 15 min break between each piece. To trigger a purge faster, you need to do different actions every 15 min. The meter will also decay while you are offline.
