Chrysler 300 service shifter

The paddle shifter does not work. The max speed is about 20-25mph at about 3k RPM. It's throwing code P0762 (shift solenoid C stuck on). I have pulled the valve body about 10 times now trying to figure out what is wrong. I've checked & cleaned all of the valves inside the valve body.
