It might be that you're in an area where band-71 (600 MHz) has not yet been installed and you're relying on band-12 (700 MHz) for indoor service. Band-12 is pretty limited and may become saturated. However, this does not answer why calls fail when you're on WiFi. I'm just grasping at straws.
