Update: just noticed my horn is no longer working either. So it certainly seems like I damaged the clock spring when I disconnected the steering wheel from the steering rack input shaft. I got a no-brand one off Ebay for $20; it'll be here next week. Suspect this will correct both my ABS and VCD/SLIP light issues.

It should not show "on" on dashboard when ignition is turned on - there should be no light for VDC on when ignition turned on. In other words for some reason VDC is "off" instead of "on" when turning on ignition.
